CHALLENGE
As Singapore accelerated its Smart Nation initiatives to create a thriving digital future and utilize technology to improve citizens’ lives, GovTech Singapore required more than static and theoretical AI training programs. To bridge the gap between learning and implementation in GovTech AI programs in Singapore, the developer ecosystem required exposure to structured enterprise-grade AI problem-solving with scenario-based simulations inspired by real-life problems that also aligned with national digital priorities.
STRATEGY / BIG IDEA
To support AI platform expansion in Singapore, a cutting-edge, gamified hackathon was launched to train developers by competing in AI model-building, deployment, and data management. The hackathon, Azure Utopia Quest, powered by Azure services, challenged developers to build AI solutions for a fictional planet, “Eutopia,” mirroring Singapore’s Smart Nation journey. The hackathon experience prioritized three core objectives:

EXECUTION
The experience was designed for GovTech Singapore’s 100+ in-house developers through Azure Code Labs. The platform was designed to comply with local laws and regulations, and it was powered by four key digital workbooks covering Azure OpenAI, AI Studio, AI Search, and SQL Database. The objective was to build practical and implementable solution with Azure ML Learning Studio, AKS, and databases.
The entire AI hackathon experience was anchored in an immersive storyline guiding developers through 7 different stage-wise challenges. Competitive scoring, dynamic leaderboards, and real-time evaluation helped in tracking teams’ performance.
OUTCOME
Different teams participated in Azure Utopia Singapore, and built resilient, real-world AI solutions for governance, digital identity, and inclusivity. As this hackathon was a part of Microsoft Azure partner programs, the participating teams were provided with certification. By combining gamification and practical deployment, this initiative transformed theoretical training into applied capability building. This AI hackathon set a new benchmark for GovTech skilling that bridged creative problem-solving with real-world application building.
